3. 投标人资格要求
3.1投标人必须是所投货物的制造商或制造商直接授权的代理商,若投标人为代理商则需提供制造商出具的授权书,否则其投标将被否决。如果境外投标人所投货物包含境内部分,则投标人须具备人民币结算能力,否则其投标将被否决。
3.2投标人须提供营业执照(企业登记证明材料)或经营许可证明文件。
3.3业绩要求:提供不少于3个同品牌同规格或同型号近3年(2022年1月1日至投标截止时间)的销售业绩。须提供2022年1月1日至投标截止时间包含本项目同品牌同规格或同型号的合同协议书及验收证明作为证明材料,合同须体现合同签订时间、销售产品内容和双方签章页,否则将按无效证明材料处理。
3.4境内投标人应当提供在开标日前3******银行资信证明的原件或复印件或提供2022年、2023******事务所出具的财务审计报告和经审计的资产负债表、利润表、现金流量表。
3.5******法院列为失信被执行人或被中华人民共和国应急管理部(包括原国家安全监管总局)列入安全生产不良记录“黑名单”,其投标将被否决。

3. Qualification requirements of bidders
3.1 The bidder must be the manufacturer of the goods or the agent directly authorized by the manufacturer. If the bidder is the agent, he/she shall provide the letter of authorization issued by the manufacturer, otherwise his/her bid will be rejected. If the goods submitted by the overseas bidder include the domestic part, the bidder must have the ability of RMB settlement, otherwise the bid will be rejected.
3.2 The bidder shall provide business license (enterprise registration certificate) or business license certificate.
3.3 Performance Requirements: Provide sales records of no less than three units of the same brand and specification or model from the past three years (from January 1, 2022 to the bid submission deadline). A contract agreement and acceptance certificate for the same brand and specification or model as this project must be provided, covering the period from January 1, 2022 to the bid submission deadline. The contract must include the signing date, details of the products sold, and both parties' signatures. Otherwise, it will be treated as invalid proof material.
3.4 Domestic bidders shall provide the original or copy of a valid bank credit certificate issued by the bank (the account opening bank) that opened a basic account within 3 months prior to the bid opening date, or provide the financial audit report and audited balance sheet, income statement, and cash flow statement issued by an accounting firm for the years 2022 and 2023.
3.5 If the domestic bidder is listed as a dishonest person subjected to execution by the People's Court or is listed on the "blacklist" of poor safety production records by the Ministry of Emergency Management of the People's Republic of China (including the former State Administration of Work Safety) before the deadline for bidding, his/her bid will be rejected.
